Colonel James P. Moran graduated from the University of Colorado Boulder in 1978, as an Army ROTC Distinguished Military Graduate, with a Bachelor of Arts in Psychology. Upon graduation, he was commissioned as a Second Lieutenant in the Military Intelligence branch. COL Moran continued his education, receiving his Juris Doctorate from Texas Tech University Law School in 1987 and a Masters of Strategic Studies from the United States Army War College in 2008. He is a member of the State Bars of California, Montana, and Texas.

Colonel Moran served as a Military Intelligence Officer from 1978-1997 and, from 1997 onward, he served in the Judge Advocate General’s Corps. His assignments include the 2nd Armored Division, 2nd Infantry Division, Defense Intelligence Agency, 163rd Armored Brigade, and the Montana National Guard. His deployments include the Republic of Korea and Afghanistan, in support of Operation Enduring Freedom.

Colonel Moran’s military education includes the Officer Basic Course, Combined Arms and Services Staff School, Officer Advanced Course, Legal Officer Course, Command and General Staff College, and Army Airborne School. He has been awarded the Bronze Star, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Army Reserve Component Achievement Medal, Global War on Terrorism Service Medal, Korean Defense Service Medal, National Defense Service Medal, Army Service Ribbon, Overseas Service Ribbon, NATO Medal, Afghanistan Campaign Medal, Armed Forces Reserve Medal, and the Parachutist Badge. Additionally, he was awarded the Director Central Intelligence Agency Meritorious Unit Citation.

Colonel Moran continues to serve as Staff Judge Advocate with the Montana National Guard. He currently resides in Helena, Montana with his wife Amy and their children, Kevin, Meghan, and Daniel.
