Elena Diaz-Bilello is the associate director at CADRE and faculty affiliate with the research & evaluation methodology program. She collaborates with state agencies, school districts, and educational organizations to develop practical and sound approaches for addressing assessment and educational policy challenges.  She draws on her background in measurement, evaluation and policy to help design, implement and evaluate educational reforms and initiatives, and to develop comprehensive assessment strategies to foster deeper learning for all students.  

Prior to joining CADRE in 2015, Elena was a Senior Associate at the National Center for the Improvement of Educational Assessment providing technical assistance and guidance to state agencies, the U.S. Department of Education, national organizations, and school districts in the areas of designing validity and program evaluation studies and improving upon accountability and assessment practices.   She also worked as a program evaluator for the Denver Public Schools and served as a consultant to the Colorado Department of Education.  Her professional experiences at the district, state and national levels have enabled her to work and communicate effectively across these levels and bridge conversations between these different spaces.
