Human Resources - July 2021 Update
CU Boulder HR has been closely monitoring the end of the Public Health Emergency in Colorado as declared by the Governor. The end of the declared state of emergency requires some adjustments to leave policies and practices that were previously in place.
The following no longer applies (Classified Staff only).
- CU Boulder HR previously released information and guidelines regarding State Personnel Board Rule 5-4.(A) which states that during a declared emergency, if annual leave was denied, cancelled or the employee was not given reasonable opportunity to use the requested annual leave, the annual leave up to eighty (80) hours over the maximum accrual allotment may be either carried over or paid out one time, before the end of the fiscal year.
- State Personnel Board Rule 5-7. which states that during a declared emergency, sick leave balances may go negative up to forty (40) hours once all accrued sick, annual leave, and compensatory time is exhausted.
The following remains the same. CU Boulder HR will continue to monitor any changes.
Under APS 5062: Leave and State Personnel Board Rules 5. 39.(A-C), there are leave provisions related to COVID-19 that may be available to employees due to the State of Colorado Healthy Families and Workplaces Act.
CU Boulder faculty, staff, and students should note that while the declaration of a state of emergency is no longer in effect for Colorado, the federal Public Health Emergency remains in effect through at least October 18, 2021. Public Health Emergency Leave (PHEL) remains in effect until at least four weeks after the federal Public Health Emergency ends. Under the current declared federal emergency, employees can use PHEL through November 15, 2021, unless the federal emergency is extended. HR will continue to monitor the status of the federal emergency and will notify campus when PHEL is no longer in effect.
