As a Tier 1 research institution and highly ranked public institution of higher education in the United States, the University of Colorado Boulder boasts a large international student body, employs foreign nationals, and hosts many visiting foreign scholars in connection with international exchange programs, teaching and research.


It is CU Boulder's objective to host international students and scholars and employ foreign nationals in a welcoming manner while also ensuring compliance with U.S. sanctions, embargoes, and export control laws and regulations governing certain commodities and technical data. To accomplish this, The Office of Export Controls (OEC) works closely with the ISSS office to assess aspects of foreign national activity on campus to determine the need (if any) for export licenses. During these assessments, we focus on the potential for deemed exports and existing foreign affiliations identified as problematic by the U.S. Government.
