USAID Mitigating Environmental Impacts of Infrastructure Development in the Mekong Region Solicitation
Program Summary
The USAID’s Regional Development Mission for Asia invites Summary Applications for funding to carry out innovative activities that enhance environmental safeguards in Chinese infrastructure investments in the Mekong region (China, Laos, Thailand, Cambodia, and Vietnam; while Myanmar is included in the Mekong region, for the purposes of this opportunity, countries of implementation will not include Myanmar). This activity aims to expand U.S. engagement with China specific to the Mekong region, increase the application of environmental safeguards, and level the playing field for influence and investment by holding all investors accountable to the same standards for environmental protection. Enhancing environmental safeguards in China and the Mekong countries will provide a path to improved environmental governance with respect to infrastructure projects, which is critical to sustaining the social and economic development gains attributed to investments in the region.

Eligibility
Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful Applicant will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO). The successful Applicant must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the Activity and comply with the terms and conditions of the award.
Limited Submission Guidelines
An applicant organization may submit only one summary application package in response to this solicitation.
Award Information and Duration
USAID intends to provide $4,360,000 to award one cooperative agreement. The performance period is not expected to exceed 36 months.
USAID has established a suggested cost share of 35% of the award amount for the recipient of the award.
Application Guidelines
In order to help expedite the review process and alleviate the burden on Applicants, USAID/RDMA requests the submittal of Summary Technical Applications limited to five (5) pages.
